Francophone Minority Communities Student Pilot

Collège Boréal is proud to participate in the Francophone Minority Communities Student Pilot Program (FMCSP). This program allows French-speaking international students to transition from temporary to permanent residency status after graduation. It also provides access to settlement services before, during and after their studies to support their integration into the community.

Immigration, Refugees, and Citizenship Canada (IRCC)

To be eligible, you must be a citizen of one of the following countries and reside outside Canada at the time of application:

Benin, Burkina Faso, Burundi, Cabo Verde, Cameroon, Comoros, Côte d’Ivoire, Central African Republic, Democratic Republic of Congo, Djibouti, Dominica, Egypt, Gabon, Guinea, Equatorial Guinea, Guinea-Bissau, Haiti, Lebanon, Madagascar, Mali, Morocco, Mauritius, Republic of Congo, Rwanda, Saint Lucia, Sao Tome and Principe, Senegal, Seychelles, Chad, Togo, Tunisia

Collège Boréal Requirements

Prescreening Process: You must submit your application for admission through the OCAS International Portal and meet the conditions specific to your chosen program.

Eligible Programs for September 2025*:

*Note: If a program is full, the FMCSP application option will no longer be available on the portal.

After prescreening, you must submit the following documents:

  • A cover letter (maximum 500 words) explaining your interest in the program and your academic and professional goals
  • Valid results from a French test showing proficiency at Canadian Language Benchmarks (CLB) level 5 or higher in all four skills (speaking, listening, reading, and writing):
  • Full payment of first-year tuition
  • A signed document confirming your understanding of the financial requirements of the FMCSP

If selected for the FMCSP, you will receive an offer of admission letter, which is required for your study permit application.

Important

  • To maximize your chances of admission, submit your application by February 1, 2025. Collège Boréal issues a limited number of admission letters for this pilot program. Once the quota has been reached, or if the FMCSP conditions are not met, your application will be assessed for international admission following the standard process.
  • Collège Boréal reserves the right to refuse admission to the FMCSP. Decisions are final and cannot be appealed.
  • A Provincial Attestation Letter (PAL) is not required for the FMCSP study permit application.
