Boréal as a Service System Manager
Before 2019, all employment service providers, including Employment Options, were directly funded by the Ministry of Labour, Immigration, Training and Skills Development. With the transformation into Integrated Employment Services, a new service delivery model was introduced, integrating employment services related to social assistance with other government employment programs under Employment Ontario.
This transformation aims to create a more responsive system that addresses local community needs through regional Service System Managers (SSMs), who oversee specific catchment areas.
The transformation in Northeastern Ontario is part of the third and final phase of this province-wide initiative. In the Northeast, Boréal serves as the Service System Manager (SSM), responsible for overseeing more than 37 integrated employment service providers in the region. Boréal SSM’s role is to manages funding and ensures multi-level accountability across areas such as financials, procurement, workforce development, partnerships, quality assurance, strategic planning, and research.

Boréal Provider Portal
Service providers can now request access to our Boréal Provider Portal by completing a form linked below. Once your access is granted, you will be sent an email with the link to the portal. This portal will give you access to important information, resources, guidelines and program updates.
